The enumeration in the constitution, of certain rights, shall not be construed to deny or disparage other(a)s retained by the people. That is the one-ninth amendment. It says that the constitution does not have all the natural rights write in the constitution and that the government shall not deny those other rights except instead leaves it up to the states to decide. The fo on a lower floors of this amendment had inclineed a few amendments and psyche had spoken up saying, what if we forgot one? They made an amendment making certain government doesnt ignore it and the natural rights of people, when found, shall be retained.

Anti Federalist had argued that a bill of rights should be added to the constitution when it was being ratified.
